Chinese shipping firm Cosco flagged as security threat in Kemi, Finland

Chinese shipping company Cosco’s vessels, transporting pulp to Kemi, Finland, are now deemed a potential security threat. Finland’s Security Intelligence Service has taken an interest in the situation, and Norwegian authorities are also cautioning their port officials regarding this same company. Since late last year, Cosco’s massive tankers have been responsible for maritime transport to Kemi’s new pulp mill.

This unusual reliance on a Chinese firm has raised eyebrows, particularly given Finland’s desire to reduce dependency on China. Kemi’s port CEO, Markku Rautio, confirmed discussions with the security police regarding Cosco, with enhanced monitoring measures now in place for its vessels compared to others arriving at the Kemi Ajos port. Rautio emphasized that he directed port supervisors to carefully regulate crew movements on Cosco’s ships.

Rautio noted that the vessels have been under special scrutiny throughout their operations, with increased control measures. He reported these developments to the security police, underscoring routine collaboration on issues like personnel safety. Notably, there is no analogous scrutiny of ships from Western alliance countries.

The strategic importance of Kemi’s port has been highlighted in light of Finland’s recent NATO membership, with the local industrial area identified by the government as a military zone accessible to U.S. forces.

Norwegian security officials warn against granting footholds to companies like Cosco, which they believe heighten risks of foreign reconnaissance activities. The Norwegian Minister of Justice and Public Security has stated that the government will not allow stronger Chinese corporate presence in Kirkenes without ensuring national security. Concerns have also been raised about the possibility of imposing similar restrictions at other Norwegian ports.
