Committee proposes measures to reduce recidivism rates in Sweden

The aim of the recent proposals presented by an investigative committee is to reduce recidivism rates among offenders. According to committee chairman Henrik Vinge, nearly 70 percent of those sentenced to prison reoffend. The committee suggests expanding the option for home detention using electronic ankle monitors, which is currently available for sentences of up to six months. The new proposal aims to increase this limit to 18 months, although it would exclude sexual offenses and serious violent crimes. Additionally, if there is a physical victim involved, the chances of avoiding prison would be reduced.

Vinge estimates that approximately 500 more convicted individuals could serve their sentences at home with electronic monitoring if these proposals are adopted. The committee also highlights the necessity for offenders to receive treatment for drug addiction and mental health issues. Between 1,000 and 1,500 inmates would require medication-assisted treatment for opioid addiction, which is double the current number receiving such care.

However, no specific proposals have been put forward regarding helping released offenders find jobs and housing. Vinge stated that the committee was unable to identify effective measures in this area, which is why no recommendations were made. Additional suggestions include increasing the number of individuals who can be sentenced to probation with specialized treatment plans.

The government will now send these proposals for review. Minister of Justice Gunnar Strömmer acknowledged a significant need for reform concerning how time is spent in detention facilities, welcoming the proposed changes.
