Lier considers shift to Akershus from Buskerud amid regional governance discussions

Lier, a municipality in Norway, is considering a shift from Buskerud county to Akershus as discussions continue on regional governance. This announcement comes just 234 days after Lier’s prior administrative separation from Viken county, which was officially dissolved on January 1.

Mayor Kjetil Kivle of Lier believes aligning with Akershus would enhance public transport and connectivity to the Greater Oslo area, asserting that Lier is an integral part of this housing and labor market. He reports receiving feedback from residents urging him to focus on the benefits of a partnership with Akershus.

Recently recognized as Norway’s second-best municipality by Kommunal Rapport, Lier could present an appealing demographic for Akershus, posing a potential loss for Buskerud. Lier is home to nearly 30,000 residents and is located just outside of Drammen.

The municipal council, which holds a narrow majority comprised of the Conservative Party, the Liberals, and the Christian Democratic Party, plans to commission a study on county affiliation in the coming week to ensure informed decision-making. Kivle states that the dissolution of Viken was a mistake and underscores the challenges that the remaining Buskerud faces.

The call for a transition to Akershus is partly driven by logistical considerations. Around 60% of Lier’s commuters work in Asker, Bærum, and Oslo, making a seamless ticketing system more feasible under Akershus governance. Concerns have also been raised about the financial struggles in Buskerud, prompting discussions for improved resource allocation, particularly regarding initiatives related to climate, education, and public health.

The county director will present preliminary findings on this matter before Christmas, with any potential transition subject to parliamentary review after the next county elections in January 2028.
