Kouvola approves property sale to Hemsö as appeal dismissed by Supreme Administrative Court

The city of Kouvola has received approval to sell its properties to the Swedish real estate company Hemsö. The Supreme Administrative Court has rejected an appeal regarding the transaction. In September 2022, the Kouvola City Council decided to proceed with the sale of eight properties to Hemsö Suomi Oy for 97 million euros. The properties included Kouvola House, the Sarkola and Mansikkamäki schools, a central kitchen, the main fire station, as well as the Myllykoski and Kuusankoski fire stations, and the Eduko vocational college campus.

The Supreme Administrative Court dismissed the appeal due to lack of grounds. The appeal was filed by Kimmo Jokiranta, a member of the city council and the municipal board from the Centre Party. He had previously contested the decision in the administrative court, which also rejected his demands and partially left them unexamined.
