Norwegian government proposes loss limits for bingo players to combat gambling addiction

The Norwegian government is proposing new regulations to curb gambling addiction by introducing a loss limit for bingo players. Helge Kvamsås, a political advisor in the Ministry of Culture and Equality, emphasized the necessity to address gaming issues for the benefit of players and their families. Currently, nearly 200 bingo halls in Norway lack limits on losses, generating over 5 billion kroner annually in revenue. The proposed regulations suggest a daily loss cap of 900 kroner and a monthly maximum of 4,400 kroner. The proposal is open for public consultation until August 8.

Research indicates that 44.1% of bingo players are either moderate risk or problem gamblers. Despite a reduction in the overall number of problem gamblers, experts stress that further protections are necessary, particularly for bingo players, who have been recognized as particularly vulnerable.

Additionally, the government aims to align digital bingo machines with those operated by Norsk Tipping, which resemble traditional slot machines. Concerns about the impact of these limits are growing within the industry, with the Association for Charitable Lottery Activity warning that such measures could devastate the bingo sector and harm local volunteer organizations.

Representatives from the sector argue they are prepared to implement measures to promote responsible gambling but believe the proposed limits are too low. A report from Oslo Economics suggests that the introduction of these loss limits could lead to a 75% decline in revenue, jeopardizing funding for over 3,000 local sports teams and organizations. The government intends to implement these restrictions starting January 1 of next year.
