Helsinki implements new mobile phone guidelines in schools ahead of legislative proposal

In Helsinki, the start of the school year is marked by the city’s plans to restrict mobile phone use in schools. Satu Järvenkallas, the head of the Education and Training Division, has announced that all schools will now include rules regarding mobile phones in their code of conduct. These guidelines are developed directly within schools, with input from both parents and students.

“K телефон indisruption to education, interaction, and focus on schoolwork is paramount. Phones are not to be used during lessons unless explicitly instructed by the teacher,” Järvenkallas stated in an email to Yle.

These actions are part of a proposal approved by the Education and Training Board in May, which mandates that the city implement clear measures regarding mobile phone use during school hours, especially in class. While politicians unanimously supported the proposal, city officials expressed concerns against a total ban, citing constitutional and budgetary implications.

In addition to amending the code of conduct, the board aims to potentially collect mobile devices during classes. However, the Regional State Administrative Agency has clarified that students cannot be forced to surrender their devices against their will, although schools can recommend voluntary storage.

The board’s decision also encourages Helsinki to influence legislation and the current guidelines from the Education Department regarding this issue. Järvenkallas believes that the conversation about mobile phone use in schools is essential. “I hope it enhances school life by allowing time for face-to-face interaction, physical activity, rest, shared activities, and well-being.”

Furthermore, the Ministry of Education and Culture is preparing a legislative proposal this fall to further restrict mobile phone use, with significant reforms expected to take effect at the beginning of the 2025-2026 school year.
